No highway connects Hilo to the mainland office in Los Angeles. Getting there means a flight, and that puts the cost of a wasted journey in a different bracket entirely.
Under the jurisdiction in force since 2012, Hawaii belongs to the Consulate General of Pakistan, Los Angeles. Five offices cover the whole country and each state has exactly one, so there is no choice to make here.

- A succession certificate comes from succession.nadra.gov.pk
Most of what people drive to a consulate for no longer requires the drive. The trip is worth making for a new passport and little else.
