Renouncing Pakistani citizenship

Renouncing Pakistani citizenship is the most document-heavy procedure a consulate handles, and the most expensive. It costs $300 and it requires you to hand back everything Pakistan ever issued you.

What you surrender

All of it. Every valid and expired Pakistani passport, and your CNIC or NICOP in the original. The identity card is mandatory and a copy will not do.

The paperwork

  • A written, signed request giving your reason for renouncing.
  • A notarised copy of your American passport or certificate of citizenship.
  • Form X, typed and not handwritten, signed and notarised, in three sets.
  • All Pakistani passports in the original, with a photocopy of each. If you no longer have one, a notarised affidavit explaining that it was lost or never held.
  • Five colour passport photographs, front facing, white background, no more than six months old.
  • The computer proforma, notarised.
  • The particulars proforma, signed and notarised.
  • For a female applicant whose passport or NICOP was not updated with her husband's or father's name, a copy of the Nikah Nama or divorce papers.
  • A $300 money order or cashier's check.
  • Two separate prepaid envelopes with tracking: one for the receipt and the consulate's letter, one for the renunciation certificate itself.

The step after the certificate arrives

This is where files go wrong, because it happens weeks after you thought you were finished. Once the renunciation certificate comes back from Pakistan, you have to cancel your CNIC or NICOP online yourself. The consulate does not do it for you, and the second envelope is only released once you show proof that the cancellation went through.

Before you start

Renunciation is not reversible on a whim, and the practical consequences reach further than a passport. Property rights, inheritance and the ability to enter Pakistan without a visa all change. The consulate processes the application; it does not advise you on whether to make it.

Where to apply

Through the consulate covering where you live. The five jurisdictions were set by a Ministry circular in September 2012 and they do not follow driving distance: Wyoming and Kentucky are New York, Pennsylvania is Washington, and Florida and Georgia are Houston.

Why so many notarisations

Form X, the computer proforma and the particulars proforma all have to be notarised, and the copy of your American passport as well. That is four separate notarial acts, and a US notary charges for each.

Doing them in one appointment with one notary is cheaper and avoids the situation where three documents are notarised and the fourth is not, which stops the file as effectively as missing it entirely.

The two envelopes, and why there are two

One carries the receipt and the consulate's letter back to you. The other carries the renunciation certificate itself, and it is not sent until you have proved that you cancelled your CNIC or NICOP online.

That sequencing is deliberate. Pakistan does not want a cancelled citizenship and a live identity card in circulation at the same time, and the second envelope is the lever that makes sure it does not happen.

What changes afterwards

Renunciation ends your Pakistani citizenship, and with it the right to enter Pakistan without a visa. Property and inheritance positions can change too, and those depend on Pakistani law rather than on anything a consulate decides.

Before you send anything

You are posting original passports and an original identity card. Use a tracked service, photograph every page first, and keep the tracking number. These are documents that cannot simply be reissued while a renunciation is in progress.
