Pension life certificate
Every procedure on this site costs money except this one. Attesting a pension or life certificate is free, and the consulates say so plainly.
What it is
Pakistani pension schemes need periodic proof that the pensioner is alive. The certificate is that proof, attested by a consulate so that the paying authority in Pakistan will accept it.
What to bring
- The pension bill or life certificate itself.
- A copy of your Pakistani CNIC, NICOP or passport. Valid or expired is accepted, which is unusual and helpful, since many pensioners hold documents that lapsed years ago.
- A copy of your state ID or driver's licence.
In person or by mail
Both work, and the difference is one step.
By mail, the certificate has to be notarised first by a US notary public before you send it.
In person, no prior notarisation is needed. The consular officer sees you and attests the document directly, which removes both the notary's fee and the extra appointment.
For a pensioner who lives near one of the five offices, attending is simpler and costs nothing at all. For anyone facing a long drive, the notarised postal route exists precisely so the journey is not necessary.
Timing
Pension authorities set their own deadlines and they are not generous about late certificates. Allow for the post in both directions, and start earlier than the deadline suggests. A payment suspended for a missing certificate takes considerably longer to restart than the certificate took to arrive.
Where to go, and how far it is
The consulate covering where you live. For pensioners the distances are the whole story: Miami to Houston is over a thousand miles, Anchorage and Honolulu have no road at all, and Cheyenne is served from New York, roughly 1,800 miles away.
Anyone in that position uses the postal route, which is why the notarisation rule exists in the first place.
Expired documents are accepted here
This is worth repeating because it is unusual. A valid or expired CNIC, NICOP or Pakistani passport is accepted for a life certificate. Most other procedures on this site refuse an expired NADRA document outright, and a passport application will not move without a current one.
A pensioner whose card lapsed years ago can still have a life certificate attested. Whether the pension authority in Pakistan will accept an expired identity document alongside it is a separate question, and one to ask them rather than the consulate.
How often
Schemes set their own intervals, commonly once a year, and they do not all fall on the same date. The consulate attests whatever the authority sent you; it does not track when yours is due.
If someone else is handling your affairs
A life certificate is the one document nobody can produce on your behalf, because its entire purpose is to confirm that you personally are alive. A power of attorney does not cover it.

What to do if a payment stops
A suspended pension is almost always a certificate that arrived late or did not arrive at all. Restarting the payment takes considerably longer than the certificate took to produce, and the arrears are handled by the paying authority rather than by any consulate.
Keep proof of what you sent and when. A tracked postal receipt and a photograph of the attested document have settled more of these disputes than any amount of correspondence afterwards.
