The drive is 131 miles and around 2 h 35 min on paper, which in practice means longer once traffic is involved.
The office that handles California is the Consulate General of Pakistan, Los Angeles. That allocation comes from a 2012 Ministry circular and it does not bend for distance: applying at a nearer consulate is not an option.
That puts it between Los Angeles, 13 miles out, and San Jose at 337.

Most of what people drive to a consulate for no longer requires the drive. The trip is worth making for a new passport and little else.
