Which office covers Puerto Rico

Puerto Rico does not appear in the official Pakistani consular jurisdiction for the United States. The 2012 circular lists the fifty states and the District of Columbia, and no territory is assigned to any of the five offices.

In practice the Embassy is the first contact, since it deals with cases the consular map does not distribute. Confirm with them how yours will be handled.

Four procedures moved onto NADRA portals and left the counter behind.

In practice that means writing to the Embassy in Washington, which handles what the circular does not allocate and which already covers Jamaica, the Bahamas and the Dominican Republic. Confirm before travelling anywhere.
