Philippine consulate for Tucson: which consulate covers it
The assignment is by state: the whole of Arizona belongs to the consulate in Los Angeles, whose district covers Arizona, Southern Nevada (Nye, Clark and Lincoln counties) and Southern California (Los Angeles, San Luis Obispo, Orange, San Diego, Imperial, Riverside, San Bernardino, Ventura, Santa Barbara and Kern counties). 490 miles is 8 h 48 min of driving each way. From Tucson, flying is usually cheaper than two days and a hotel, which is exactly why the outreach missions matter more here than the opening hours do.
One nearer resource exists: the Philippine Honorary Consulate in Chandler (Phoenix). Be clear about its limits, it cannot issue a passport, administer the dual citizenship oath or notarise a document, but for welfare matters and for hearing when an outreach mission is coming, it is the closest official Philippine contact.
Watch for consular outreach missions before committing to the full journey. What you can settle from Tucson without travelling
The most common wasted journey in this system is for a document the consulate cannot produce. There are three of them:
- Your PSA birth certificate or CENOMAR has to come from Manila. No consular office in this country can print one, and every other procedure asks for it.
- Apostilles on American documents come from the issuing state’s competent authority. Since 15 May 2019 the consulate cannot authenticate them.
- The NBI clearance is issued in the Philippines. The consulate’s only part is notarising your fingerprint card.
The counter is unavoidable for exactly three things: passport biometrics, the RA 9225 oath and signing a notarial document in front of an officer. Everything else deserves a second look before you drive.
