Philippine Consulate in Arizona
Arizona belongs to the Philippine Consulate General in Los Angeles, and it is the only entire state in that consulate's jurisdiction, everything else Los Angeles covers is part of a state, split off by county. The short version: PSA certificates are ordered online from Manila, apostilles on documents issued in Arizona come from the state's own competent authority, since 15 May 2019 the consulate cannot authenticate them, and the NBI clearance travels by mail; only its fingerprint card needs a consular officer.
What does require you in person is anything carrying your biometrics or your signature: a passport, the oath of allegiance and a special power of attorney.
Phoenix to Los Angeles is around six hours by car. The Arizona honorary consulate uses an official dfa.gov.ph email address, which makes it a more reliable place than most to confirm whether a document is worth mailing before you drive.
