Before you plan the journey
Before booking anything, check whether your document involves a consulate at all. Three of the most common ones do not:
The short version: PSA certificates are ordered online from Manila, apostilles on documents issued in Virginia come from the state's own competent authority, since 15 May 2019 the consulate cannot authenticate them, and the NBI clearance travels by mail; only its fingerprint card needs a consular officer.
What does require you in person is anything carrying your biometrics or your signature: a passport, the oath of allegiance and a special power of attorney.
From Virginia Beach or Norfolk the Embassy is around a four-hour drive. From Arlington or Alexandria it is a Metro ride. Just make sure you are heading for the Chancery Annex at 1617 Massachusetts Avenue NW.
