Before you plan the journey

Before booking anything, check whether your document involves a consulate at all. Three of the most common ones do not:

The short version: PSA certificates are ordered online from Manila, apostilles on documents issued in Ohio come from the state's own competent authority, since 15 May 2019 the consulate cannot authenticate them, and the NBI clearance travels by mail; only its fingerprint card needs a consular officer.

Set against that, three things cannot be delegated or posted: passport biometrics, the RA 9225 oath, and signing a notarial document in front of a consular officer. For those, the trip is unavoidable.

The Ohio honorary consulate uses an official dfa.gov.ph email address, which makes it one of the more reliably contactable honorary consulates in the country. Chicago is around five and a half hours west by road for anything requiring a consular officer.
