Three procedures that never reach a counter

Before booking anything, check whether your document involves a consulate at all. Three of the most common ones do not:

The short version: PSA certificates are ordered online from Manila, apostilles on documents issued in North Carolina come from the state's own competent authority, since 15 May 2019 the consulate cannot authenticate them, and the NBI clearance travels by mail; only its fingerprint card needs a consular officer.

Everything else, though, is worth the journey precisely because it cannot be done any other way, passport biometrics, the oath, and a signature on a special power of attorney witnessed in person.

Raleigh to Washington is around four and a half hours by road, which makes North Carolina one of the better-placed states in the Embassy's large South East district.
