What you do not need a consulate for

A large share of the trips people make to a Philippine consulate were never necessary. These three are handled entirely elsewhere:

The short version: PSA certificates are ordered online from Manila, apostilles on documents issued in Iowa come from the state's own competent authority, since 15 May 2019 the consulate cannot authenticate them, and the NBI clearance travels by mail; only its fingerprint card needs a consular officer.

What does require you in person is anything carrying your biometrics or your signature: a passport, the oath of allegiance and a special power of attorney.

Des Moines to Chicago is around five hours by road. For anything short of biometrics, a signature or an oath, check the procedure guides first. Most Philippine paperwork never touches a consulate.
