Which Philippine consulate serves Kailua

No amount of planning shortens the trip from Kailua: there is no road to Honolulu. What planning does shorten is the number of trips, and that is entirely a question of getting the paperwork right first time.
Watch for consular outreach missions before committing to the full journey. - The NBI clearance is issued in the Philippines. The consulate’s only part is notarising your fingerprint card.
The counter is unavoidable for exactly three things: passport biometrics, the RA 9225 oath and signing a notarial document in front of an officer. Everything else deserves a second look before you drive.
