One nearer resource exists: the Philippine Honorary Consulate in Miami. Be clear about its limits, it cannot issue a passport, administer the dual citizenship oath or notarise a document, but for welfare matters and for hearing when an outreach mission is coming, it is the closest official Philippine contact.

What you can settle from Jacksonville without travelling
The most common wasted journey in this system is for a document the consulate cannot produce. There are three of them:
- PSA certificates: the Philippine Statistics Authority prints them, not the consulate. You order them on the web and they arrive by courier.
- Apostilles on American documents come from the issuing state’s competent authority. Since 15 May 2019 the consulate cannot authenticate them.
- For an NBI clearance the whole file travels by mail; a consular officer only witnesses the fingerprint card.
The counter is unavoidable for exactly three things: passport biometrics, the RA 9225 oath and signing a notarial document in front of an officer. Everything else deserves a second look before you drive.
