One nearer resource exists: the Philippine Honorary Consulate in San Diego. Be clear about its limits, it cannot issue a passport, administer the dual citizenship oath or notarise a document, but for welfare matters and for hearing when an outreach mission is coming, it is the closest official Philippine contact.
Three procedures that skip the consulate entirely
Three of the most searched Philippine procedures in the United States are not consular procedures at all:
- PSA certificates, birth, marriage, death and CENOMAR are issued in Manila and ordered online, delivered to any US address.
- An apostille is issued by the Secretary of State of whichever state produced the document. The consulate stopped authenticating on 15 May 2019.
- NBI clearance: posted to Manila, returned by post. Do not send the application to a consulate, it will not be processed there.
The counter is unavoidable for exactly three things: passport biometrics, the RA 9225 oath and signing a notarial document in front of an officer. Everything else deserves a second look before you drive.
