Before you plan the journey
Before booking anything, check whether your document involves a consulate at all. Three of the most common ones do not:
The short version: PSA certificates are ordered online from Manila, apostilles on documents issued in Arkansas come from the state's own competent authority, since 15 May 2019 the consulate cannot authenticate them, and the NBI clearance travels by mail; only its fingerprint card needs a consular officer.
Set against that, three things cannot be delegated or posted: passport biometrics, the RA 9225 oath, and signing a notarial document in front of a consular officer. For those, the trip is unavoidable.
